Someone has a puppy listed near me for sale and I honestly don't want to over- pay this person, even though the puppy is worth it to me, there are other breeders near as well.
It's a mix? That's your first tip-off. Anything over what shots and deworming cost is paying too much. It is not something that people should be breeding on purpose and charging for. I guarantee you can find this exact mix at a shelter and can adopt it for under $100 bucks.

How much do they normally cost? WAY more than they are worth. I wouldn't pay anything over an adoption fee for a mix… they are worth the amount that the shots (IE: vet care) cost the owner, which equates to $50-$100.

I wouldnt pay more than $50-100 for a mutt puppy.
At that price too it should at least have its first shots/worming.
Anything more than $100 I would expect it to be spayed/neutered and/or microchipped.

You should be able to adopt a mutt for about $100 at the outside. Anyone who purposely breeds two breeds to produce mutts (and especially if they do so and charge a huge price) is unethical and should be avoided.
"Designer dogs" are merely mutts that some fool pays a lot of money for. If you want a fluffy puppy with snob appeal and have lots of money, then pay a legitimate breeder for a purebred. If you want a fluffy puppy on a budget, go to the pound and adopt a wonderful dog who will love you every bit as much (and maybe more) than any purebred will.

Right now, there are 5 shih tzu's, 2 bichon frise, and many mixed breed small dogs at my local shelter.
You should not pay any more than you would at a shelter. The cost is usually $40-60 and includes shots, microchip and neuter/spay.
I swear, I think some people get intact dogs from shelters and breed them to make money.

You buying a mutt you get one for $50-$75. The only reason they have a price is because people should not give animals away for free… Discourages those bad people that pick them up for their own reasons.. A mixed breed dog shouldn't be any more than $75.

a shihchon usually sells for $400 where I live but bichons ans shih tzus by themselves are worth a lot more. Usually selling for around $500-700.

Anything over $100 would be too much. If I were you, I wouldn't buy a mix from a breeder, since no reputable breeder would breed and sell mixed breed dogs. The only exception is if this is someone who had an accidental litter of pups and isn't doing this for money. There are many dogs like the one you're looking for in shelters. Please consider adoption.

Go to your local shelters, find a cute doggie, mix like this or pedigree and adopt him. The shelters neuter/spay and vaccinate their dogs already, so you will get a real bargain – and a great friend to give a good home to. You can't lose in that situation.
If you must have a bichon/shih tzu, or a mix of both, do a search for bichon and also shih tzu rescues – they have lovely dogs, pedigree and mix sometimes, already vetted, with known temperaments, healthy and neutered.
Don't buy from a back yard breeder like the one you descirbe, who purposely breeds mutts and tries to pass them off as a legitimate breed.

2. The "breeders" are not actual breeders and because of this the pups often suffer from disease later in life
