There's no such thing as a cheap dog. Don't get one if that's what you're looking for. You'll only be supporting irresponsible breeding. You need to be very responsible to be a dog owner.

Dogs are living, feeling beings— you don't want to get your Bichon from anyone who would sell one cheap. In this case, cheap usually means irresponsible breeders using non health tested 'pets'.

There are no "cheap" dogs. Beyond the initial asking price of a dog, you can expect to pay thousands, even tens of thousands, in vet bills and care. Each year.
If you are truly dedicated to taking on the commitment of a dog, look at rescue websites for Bichons.

Small-breed dogs have small litters, often only 1-3 puppies at a time, and the process can be difficult for a tiny mother dog. Consequently small-breed pups that have been properly looked after come expensive because they are in short supply in relation to the breeder's input and expenses. If you to find a good breeder for any small dog, count yourself lucky and pay the price – it's well worth it, because small dogs on the whole live a very long time if they have had a good start, and the purchase price equates to a very small amount if divided between all the happy years you hope to have together.
If price is a constraint, go for a crossbred rescue dog, as other people have advised, but if this is your first dog, do a lot of research first so you know what you are letting yourself in for by way of expenses in the future.

You will end up paying in the long run. Cheap dogs often come from poor breeders who dont know the first thing about breeding correctly. They buy two dogs and breed them without looking at the two breeder dogs closely enough to see family problems like diseases and hereditary things. My philosophy is if you want a cheap dog adopt because you can often adopt them at the cost the shelter has put into them.
